The title of the highest chief of Ngardmau State is Beouch. Traditional system consists of matrilineal order where women hold power and heir among the clans. Women make decisions or selections on whom to be chief and so on, titles are awarded or inherited by men from their mother’s clan.

Ngardmau state is located on the west side of Babeldaob and it consists of different kinds of landscapes such as hills, mangroves and small rivers.
